I'm not exactly sure what you're asking, but I'll try my best here:

I don't think there are any SD70M's skinned for the INRD, however I could be wrong. Something close(ish) would be the SD9043MAC skinned for INRD on Jointed Rail: https://jointedrail.com/product/emd-sd9043mac-inrd/

If you're asking about who you could commission to make a reskin of it, I believe JR does reskins on commission. Hope this helps!

Yes I tried find trainz SD70M in DLS and JR and RRMODS and they haven't it. I have SD9043MAC by JR..

Well in that case I would say you're going to have to either reskin an SD70M yourself or commission someone to do it. You may just want to wait on it also. Judging from the video, it looks like those are pretty new units, so nobody has probably had the time to do a reskin yet if they wanted to.
