PEV Quickshadows in Windows 8.1

This worked fine for me in Windows 7, but in Windows 8.1 it fails and I get the message 'trainzMeshImporter Failed'. I have read the help files and downloaded the c++ additions. The TrainzMeshimporter.exe file exists in the qickshadows folder, but still no joy.

Any explanation or help greatly appreciated.

Yes - the tool will not work correctly otherwise.
