path control rules help

Hello guys,
could anyone give me a solution to the following,

I have an express Train(ICE) and a slow train(ST),
now the ST is 10 KM ahead of ICE, Now ICE is skips some station,
and now the ICE is only 1KM behind the ST,
and now ST is stoped in another Station in front.

so now the solution you guys need to give me is,
now when ICE passes trigger which should inform some rule or something to
give red signal to the ST , and stop it from departing from the station and the rule should set junctions , so the ICE should overtake the ST. and after ICE passes the rule should change the junctions back the way they were and give green signal to the ST, so it can do it's work.

so guys, is there any rule which can help me with my problem ??

The simple way is to put a trigger (name it) on the track that the ICE will pass on and tell the ST to wait for trigger you named. So if the ST stops at station to load just put the wait for trigger command after the load. It will sit there until the ICE train passes the trigger.
 
thats the problem here, i can not use your way because sometimes the ICE may get delay or not even come, so i dont want the ST wait at a station and delay other trainz, and some times ICE may try to overtake at another station because it come late or missed it at the original location or something else, so your way wont work., another reason is i use copy commands, so if i set for one train, all other using it will also wait, which should not happen.

is a good thing but, it's not working in TS 2010, if anyone knows how to make it work, please let me know
