Ok. Very Weird Stuff Going On With CM

I still cant download anything, BUT, I now notice that if I download something this will happen:

lets say its a building that is 1.5 MB.

I'll click download and it will download for a sec, then stop.
Every time I click retry, it goes up by 0.5 MB!!!

so after clicking retry a couple times, it says the download is now 4.5 MB!!!

WHAT THE HELL DOES THAT MEAN??????

Just a glitch, has always happened for some reason. It doesn't affect the true size of the download.
