If there is no track, then there's a missing KUID. Every piece of Trainz content has a KUID number. So if content is missing, then a KUID is missing.
Unless the route's creator made the route without laying any track, which seems unlikely.

After downloading this route from the dls and importing into TS12, Content Manager shows over 400 unknown dependencies when I "view dependencies" (right click on the route in CM). I checked a few at:

http://www.trainzkuidindex.com/

and it came up with hits for the ones I input.

I expect the tracks might be among these unknown dependencies.
