349 downloads, I can't be the only one seeing this.
After trying for several months to clear the cache, the whole cache, and nothing but the cache to get content mangler to look at the download station, I finally installed and patched a fresh copy of TS2010 to test new content. The one I have installed in the original copy of TS2010 is Locomotive sound effects library v1.05,<kuid2:45324:54002:3> which is build 2.9, no reason why it shouldn't be downloadable.
Of the 349 people who downloaded that F7, how many saw this problem and didn't report it? My uploads are all supposed to work out of the box with no KUID hunting required, that's why I painstakingly test each one in virgin copies of TS2009, 2010, and 12 to make sure all dependencies are built in or on the DLS and not faulty, no assembly required. If I don't get bug reports when somebody finds something wrong, how can I fix it if I don't know it's broken?
Come on people, give me feedback, save your polite silence for creators who actually have feelings to hurt.
