Who in the vast Universe of time and space can create such a weapon???

Somehow the evil Daleks discovered on a planet called Earth a content creator called slavedriver who created a Snoot......

The Daleks who refuse to practice forum etiquette annoyingly refer slavedriver as Earthling Bill and demand that he turn over the Snoot.

Earthling Bill turn over the Snoot to us or we will exterminate, exterminate, exterminate.....

Overwhelmed slave driver turns over the Snoot to the evil Daleks....

What would the evil Daleks want a Snoot for anyway?
