What programs can I use to open and edit images like .tga or .texture?

For editing tga files you can use both freeware programs such as Gimp or payware such as Paintshop Pro (cheap) vs. PhotoShop (wicked expensive).

.texture files need to be converted. There's a converter included in the Extras folder in Ts2009. How to use this is beyond me other than what I read about in the forums.

I use Irfanview (do a google-search). Its free, pretty powerful, and a LOT easier to use than GIMP.
