How to make older Locomotives work in Trainz 12

Not necessary. Just create an image file for each texture file. You can use the same image file for all the texture files by updating the contents of the texture.txt file to refer to the new image file. The image doesn't matter.

It does matter if you want your chosen numbers to show correctly. The files are used to place the numbers you choose

The locomotives don't use changeable running numbers, the numbers are part of the painting.

Don't do it. The digit files are required in the main folder because they are textures referenced from the mesh. BHP requires a blank running number, but Hamersley can be renumbered and requires the digit files in the alpha numbers folder. They should be left there for both assets in case reskinners decide to remove the fixed numbers in the body image.
 
The digit....txt files are not required. The locomotives are aliased to another asset, and use the textures of the original asset, if there is no replacement. I've tested them both in TS12 with SP1.
The mesh files of the (unmodified) locomotives aren't even used, they always use the mesh of the locomotives they are aliased to.
