Changes affecting some locomotives with more than 8 throttle notches

I fully support N3V in their tremendous effort to make the Trainz great again. It is beautiful to have throttle not exceeding 100% anymore. It is big leap, which I consider as fantastic and huge. Hat off for their bravery and courage, which they face all those 101+% throttle 8+ notches nasty warriors with.
