How to make a seaport

Hi All, I am lost to find a help on seaports, I can lay it down, connect the rails etc. but I can't find anything about the sea level, I tried laying down water and adjusting the height, but no luck so my freighters are in a hole with no sea, I am sure it's obvious but I'm a year newbie ( and old too).

Seaport hints

Not only is the water level height-adjustable but so are the boats, ships, seawalls, etc etc. Which is good because they will not automatically adjust for the sea-level.

So what I do is get the general terrain in place, add water at a rough level below the shoreline, then fine tune the water level. Then add ships, boats,etc which will have to be manually height-adjusted since their initial height will depend on the sea-bottom level, not the water level.
