How do I diplay the FPS?

Some people do use FRAPS, but Trainz has a built-in frame-rate counter in its title bar. The title bar will obviously be visible if you are running Trainz in windowed mode, but if you are running it in full-screen mode, then you will need to minimize it, such as by pressing the Windows logo key on your keyboard. You will then see the FPS on the task bar.

i use fraps during route building so i can try and mantain at least 40fps in driver, so i dont over do it with trees, i use the paid fraps so i can record and if you buy it, its a lifetime one charge

This is unbelievable news thank you! I have looked in the dev display in its output in TS12 and was bamboozled as to where on earth to find the darn thang.
