Vertical sync goofy

I installed MSI Afterburner to check parameters. My monitor in a 60hz. It does not matter what setting I use: 1/2, Full, or None.......when I am in a train watching the scenery go by, I am at 29 FPS. However, when I am editing the route, the FPS is anywhere from 160 to 200. What gives?

My assumption is that when editing the system is not running all the scripts in the background. I am probably wrong, maybe it is because nothing is in motion during editing?
