HD problems in TrainzPlus

Edited as I found the answer after posting.

One of the features of HD terrain seems to be "movement" of the manipulated terrain. Load up Coal Country HD then zoom in on a hillside or cliff area. The terrain will change and grow while zooming in closer. HD terrain looks fantastic but seems to be somewhat limited in actual route creation.

I am not seeing that effect at all anywhere in the Coal Country (HDT) route.

What "movement" I do see are in the ground plant coverings (Effect Layers??) as you move in closer the LOD changes affect the appearance of the plants.

Another possibility is the well known movement that occurs in PBR textures on steep slopes (a problem common to all sims/games that use PBR ground textures).

That is true mostly (entirely?) due to the huge memory requirements of HDT. A HDT baseboard has 6,400x the detail of a 10m baseboard.
 
Coal Country route does have some steep terrain. I launched the route in Driver mode and was greeted with a locomotive with empties headed for the coal loader. Just beyond the loader is a hillside where I was able to zoom in for a closer view. I believe what I am seeing is the LOD changes to the HD terrain. The hill is somewhat smooth zoomed out and viewed at a distance then zooming in the HD details start to form. This has the appearance of "growing" and some movement. PBR vs standard textures don't seem to be much different for the HD terrain LOD movement-growth.

I find this stuff to be interesting. It certainly makes it a challenge to build a route.
