I think the 'blue' may be the color which Ocemy used to perform the color and the reflect of iron and steel material.

My answer to the question of guess what the next steam loco coming to trainz is?

The Chinese Railways QJ (Qián Jìn) 2-10-2 steam locomotive. I can tell by the detailing and the cylinders.

I think the "blue" on it is supposed to be weathering. It looks pretty close to this picture, which has a weathered engine. (Not my picture.)
