Not an answer, but it brings back memories of a great picture.

This is not an answer, but the image reminds me of a Pennsylvania Railroad image I saw online a few years ago of a few K4s side by side. Unfourtunately, I don't remember the link to it. When I do, I'll send it to you in a personal message truemac.
 
hmmmmm, I could guess all of the USRA classes, but that would be rude.

So, here is my last guess, USRA 2-10-2.


I cant tell any of the wheels on it, as you have the second loco blockin the possible second pilot axle and such.
 
That's right!


the point was to block the wheels as to make it harder to guess. They all look relatively similar from the front.
