Yes, the thing over those windshields is the preheater. There were several different types of preheaters available and this one is typical for eastern postwar german railways DR. This loco is a reconstructed one, which means that at least its firebox was built some time after the end of the war.

Western germanys DB had some other preheaters and they phased that type of loco out very soon (october 1962) while DR used them until the end of their regular steam operation somewhere around the 1980s.

It is, 'Kreigslok' means 'War Locomotive', And after the second world war, 2-10-0s like these were snapped up by all sorts of countries, typically as war prizes or just motive power in general.

It's painted white, I'm guessing, as a representation of the 'ghost' paint scheme tried on a a few German steam locomotives. (I've only seen an 0-8-0T painted like that though.)

It's either a BR4X or a BR50/52/etc. Most likely a 52 in RRT3.
