PX48 Narrow Gauge 0-8-0. Coal Burning Tender I presume?

Obviously Russian too.

Unfortunately, not Russian but Polish, also used by the Soviet Union. More about where it was used here (Polish): http://www.tabor.wask.pl/egzemplarze.php?&id=470&start=0

Sorry, but as Hert posted above it's not a PX48 (which is a close guess) but a Soviet designed Kch4 (Кч4).

They were built for the USSR in:
Czechoslovakia Kch4 (Кч4)
Poland Kp4
Hungary Kv4 (Кв4)
Finland PT4 and Kf4 (Кф4)
Russia VP (ВП)

As you can tell, the type designation varied depending on what country they were built in.

Besides production for the USSR, FABLOK also built 20 for Polish use and 107 for export to China.

The best explanation of the history of this type I have found so far can be found on this page:

The Chinese in turn went about building about 500 more for Chinese use.

I know its been guessed but im wondering why is there no lettering on the tender? I can kinda mke out 2101 or 2108 on the cab and front, but the tender is blank. why?

That's because it is what I would call a "generic" version.
It is on the DLS (along with the Reading version):
