What would be the best settings to make a map overlay not so low res? It's hard to see the rail line sometimes. If I adjust the settings, it will generate over 1,000+ map tiles as opposed to 400. Does that mean the map will be higher res?

For building across the country, 1:24,000 topo maps, as available from the USGS websites, are a solid basis for the terrain ground texture, if used with the 5 m terrain grid in Trainz.
Can confirm this is also the case for UK !:25000 OS maps (obtained via Local Live) which show field boundaries in the countryside, albeit for towns or urban areas I prefer 1:50000 or even OSM which is clearer to read.
I too, strictly use 1:24000 USGS topo maps (historical collection). These show very good track detail, roads, and building locations, as well as geological features (streams and rivers, etc.).
I agree... the resolution is quite amazing on 5m-grid routes. Seeing names and locations, buildings, and tracks clearly is very helpful when laying the track and roads. You'll also find the vertical resolution to be quite accurate. On one map I worked on the difference was only 0.4 meters in a few locations between what I had on my route in TS12 compared to measured in Google Earth. This made track laying so easy since I didn't have to keep measuring every point along the way and only needed to pick points here and there and interpolate the grades.
