Engines not downloading (missing kuids)

Why do people keep putting items on download station that will not download. I downloaded the Ivatt 2mt 2-6 -2 2t engines and tenders by LNERlover5 but they did no show up in rail yard. I found out in content manager that they were missing kuids. The kuids are 43793:100012, 430793:100022, 43093:100064 and 430793:70. When uploading items to download station why not why make sure they can be downloaded. Anybody know were I can find he missing kuids Thank you.

I noticed that there are some new things up there that won't download in general. Sometimes the database takes a few hours or a day to catch up locally.

The other possibility is if the version is 3.8 or up, you can't download into TS12. In this case, these maybe for T:ANE so they won't download in previous versions, however, appear red in Content Manager.
 
I have often the same problem with TS12 , when new downloads are there and i try to d.l. in CM it appears in red .
I have to wait then for a few hours and after that i can download the items.
