Displaying multiple HTML pages to user at beginning of a session

I would like to display multiple HTML pages to explain a session to the user.
The rule 'Display HTML Pages' has been edited to list the HTML pages. These pages exist within the one HTML Source Asset. A 'Set HTML Pages' rule has been configured for each of these pages.

When the session is opened in Driver, the first page listed in the 'Display HTML Pages' rule opens in a window, but the 'Next Page' arrow at the bottom of the first page is disabled, so the subsequent pages are not accessible.

There is no problem with the other pages, as these can be listed as the first page in the 'Display HTML Pages' list and appear successfully.

How can the 'Next Page' arrow be enabled and the subsequent pages displayed?

Thanks, Terry. Smiley's tutorial is good: it would step around my problem by putting all information on the one page and do away with page-selection arrows.
However, I'm dealing with a large number of sessions (for one route) which, in addition to the specific instructions for each session, selectively share some driver-advice pages. I want to put the session instructions on the first page, then selectively add appropriate driver-advice pages after that. This way, edits to the shared pages have only to be done once and not to every session that has the same advice.

So, if anyone has knowledge of how to get the page-selection arrows to work, I'd still like to hear from you.

He has always been extremely helpful to me and he may very well be able to come up with something.

Thanks Smiley and Terry.
Smiley pointed me to the relevant section in the TRS2006 Sessions and Rules Guide. The Guide was helpful but not explicit enough to answer my particular query.
What I have found by experimenting is that:
A) It is not possible upon INITIALLY OPENING an HTML browser window to have multiple HTML pages navigable by the 'next page' and 'prior page' arrows. Unviewed pages must first be viewed using the DONE button.
B) All pages that have been viewed at least once can be navigated by the ARROW buttons.
C) Activating the DONE button on the LAST page will close the browser window (despite ticking of the "Disable closing the browser window" option in the 'Display HTML Pages' Rule) UNLESS the "Hide/close window on DONE action" option is ticked for the LAST page in the 'Set HTML Pages' Rule.
