Delayed Loco/Rolling Stock placement

So in KingstonFlyer's N.A. Grain Shortline, whenever I place a loco or freight car, it won't show up for sometimes over a minute or so. There's a bit of lag in surveyor, but not enough that my system can't handle it. Everything works fine, it's just rolling stock takes forever to place..
