What is the need for different working scales in create a new route ?
And what is the best scale to use, and why ?

As you can see by my questions I'm new to this.

The different scales help if you're given model rr dimensions for a route (that's the way I used them), and I'd say that real scale is best if you are working from a DEM or freelancing.

EDIT: I don't suppose you know of a certain Sydney-based LEGO webcomic, do you? Or is it just a coincidence?

The scale affects the ruler in Surveyor, so that you can make accurate measurements.
If you want to design a layout in Surveyor that will actually be build to scale, then you would select the correct scale so that you can see how things will turn out when you build.
Using the ruler, you could get measurements from Surveyor that you can use when building the actual layout.

If you are building a prototype RR or just don't care, then just use Real scale
