Continuous Emission of Portal Trains?

Central Portal Control Problem: Trains continue to emit from the portal despite Time Between Trains set at 45. Timer Fluctuation set at 0. Using Basic Short Portal. Maximum Trains on Route set at 1. Remove Excess Trains set at No. Train is engine and three cars. Using Short Portal.

Scenario: Portal emits a train from a foreign railroad. It goes to a transfer siding and the engine returns to the portal. Just a simple way to get interaction with other railroads. The alternative is to have consists arriving at preset times from "other" railroads ( queued behind a hill). The portal just seemed more real.

I reloaded from an older version of the route and that version was ok. Seems to point to my PC. Heat has been an issue thus a possible culprit. The heat issue seems to corrected by leaving a side panel ajar. So no problem now....
