Content Editing

Does anyone know of a program I can use to edit content (Locomotives/Rail cars) without having the game installed? Long story, but I no longer have the 3Ghz Pentium I bought the game for, and it won't run on my current PIII configuration. I always preferred skinning my models more anyway. Builtin stuff is in the binary .ja files which can only be accessed with the TrainzObject in TRS2004 or CMP in TRS2006 and TCx versions. Downloaded items in TRS2004\World\dispatcher\downloads folder can be edited. TRS2006 and later versions have downloaded files in the TRS2006\local folder and are partially in digital format and can't easily be edited without CMP.
