Classify this!!

Been doing some digging into strange locomotives. I found this locomotive. I dare someone to classify it!

Wow, what an odd machine that locomotive is!

However, as far as I understand the Whyte system of wheel classifications, that loco would probably be classed as a 0-8-0T, even though the wheels on the third axel aren't coupled, they're still inside frame mounted with the coupled wheels and do not pivot (they're not a pony truck). Of course, I'm probably wrong, so feel free to criticize! :D

Of course, the European system would easily classify that as a 2-1-1 (counting axels rather than wheels) which is probably easier to go with! :p
 
It is a Belgian type 3, 10 of them were built in 1874, for the Luxembourg line.

The reason for this odd configuration was to keep the weight down to 18 tons per axle, or something like that, I may have the wrong number
