I like the bit about "they should have destroyed all the footpaths to discourage people from walking in the area", good job she wasn't driving or they might have wanted all the roads dug up to discourage people driving in the area.
 
Curious, if you're walking in the woods (or desert or frozen tundra) and come across some railroad tracks, how much intelligence is required to understand what they are and that a train might be running on them so you should probably stay off them? If they don't understand that being on a railroad track makes it possible to get run over by a train, and being OFF the track means you're safe (because the train is unlikely to swerve off the tracks to run over you), should they be allowed outside without a responsible escort?

Someone with a good lawyer is looking for money. If this broad tripped on a sidewalk instead of being hit by a train, her husband would have sued the city for not posting about cracks in a sidewalk.
