But you can create preset geography (hills, mountains, etc) in Surveyor Classic but not in Surveyor 2.0. Try the following on a blank baseboard.
From Surveyor 2.0 open the Tools Menu and select Edit in Surveyor Classic
Open the Topology Tool (F1 key)
Open the Advanced tab
Make sure that Ground option has been selected (it normally is)
In the Drop Down Box select a preset displacement map
The Select Area button should be highlighted
Use the mouse to draw out an area to be filled with the displacement map (it can be the entire baseboard or a smaller area)
Click the Fill button
You can adjust the level of displacement added by using the slider between the displacement map and the control buttons. (left = gentle, right = extreme)
There isn't a limit to one baseboard or smaller. I have used displacement maps spread over a fill area of 5 x 5 baseboards. In fact, it tends to produce smoother more natural hills and valleys.
