ATLS Traffic Stopper - elevation?

I am trying to construct crossings using ATLS in Trainz12. I have downloaded the additional content. I seem to have all the pieces, but I just can't make the traffic stopper work. When I compare to working examples, I see the elevation is 0.40m. I can only get 0.00 or 1.00 m. I'm not sure if the issue is the elevation, but if someone could help me at least get that correct, then I'd probably have a better chance to make it work.

If you hold down the Shift key while raising/lowering the stopper, you should be able to move it in 0.1m increments.

If you can raise the stopper and the road does not move then you do not have it connected to the road and the traffic can not see it.

[CTRL] key is 0.1 increments, [SHIFT] key is 0.05 increments.

Instead of boat's try using jmann's traffic stopper. Setup is very easy, you need only one, stopping at distance.
