I'm assuming you do have plenty of disk space.... and quit all other apps during install and and turn off any virus apps.

Yes: disk space is not an issue; no other apps running, virus protection disabled.

When setting positions, I noticed that the smoke for some reason shifted relative to its point

Bug found with Sketchbook interface.

The interface can be scaled horizontally, and the accompanying images of a scrap will scale with it.

Scaling the interface vertically and the image does not scale however the text boxes and frame does.

Bug report has been submitted regarding this issue.

This is most likely due to your PhysX simulation settings. Check whether you have 'Use PhysX simulation' switched ON or OFF.
Best smoke behaviour is usually seen when PXS is set to OFF.
Most routes do not include the bounding boxes for particle collision detection behaviour to justify turning this feature ON.

After a couple of weeks transferring files/folders, finally got 5.1 to work. Many missing texture files, from payware assets.

This is expected since the only [supported] way to install payware is by downloading through the game. Copying using .cdps is not supported (as the textures will be missing).
Delete all the faulty assets, and install your DLC using Content Store and there will be no errors.

I tried to turn it off, the same thing comes out ... So it's not about 'Use PhysX simulation'

Please submit a bug report with full details including when this last wokred correctly, when it occurs (e.g. surveyor, driver, both? When moving, when placed etc.)
