Do n3v still sell or giveaway TRS2006?

They don't sell it.
We are in the year 2021, 15 years have passed since Trainz-2006, which in computer science is equivalent to a century. For Trainz-2006 to work fairly well you will need Windows XP, Vista and Windows-7 forcing a bit.
I tried to install it on Windows 10 once and it didn't work out.
Trainz 2006 may be found in a second-hand stores, street markets and perhaps used online and will surely be already registered.

Not for me at least in the UK. I use three copies of Trainz which I managed to get used and all were not registered (Until I registered them for myself!). TS2009, UTC and the OG Trainz. Currently I have UTC and the OG installed on an old Win XP machine that I use specifically for playing older titles like them. I dunno if it was just luck that all the games I got were never registered or if the previous owner of the games managed to ask N3V to "de-register" or something like that.

Practically all the TRS2006 content will run in TS2009 and is available on the DRS, TS2009 has better performance on the same hardware
same assets same distance. Why would you want TRS2006?
