Cars in TRS19 Rocky Mountains route

I have TRS19 Platinum and can see no cars running on the roads in the Rocky Montaineer route and sessions. I see that cars are enabled and the roads have a 35 carrate, but no movements occur. Has anyone managed to resolve this please?

The route is using the default region, which doesn't have car traffic.
