AI Loco - Next 2 junctions under AI control, 3 normal, 6th junction under AI - Odd?

I have an AI loco by itself on a session. No other consists at all. I have a situation where I have a "stuck" red signal (fairly common) but when I look at the next 6 junctions down the line the first two are "under AI control," then the next 3 are "normal" junctions (switchable), and then the next junction (6th one) is UNDER AI CONTROL.

Surely that is not typical? A junction that is under AI control after 3 that are not??
