Getting headlights to works

I downloaded a bunch of F 3's and F7's from TrainForge and on a few of them, the headlights aren't working. I'd imagine they are all essentially just reskins of the same models so what would be keeping the lights from working on some? I looked at the configs but can't find any differences between those that work and those that don't.

ETA: This seems to be another one of those gremlins that have magically disappeared. Today, the locomotives in question have their headlights working. Maybe someone changed the bulbs overnight.
