I do not know how to do a search for this. Can anyone direct me to how I can get my water surface levels to a (-) negative 8 ft. below zero. As it is the water level is set just below zero by default in game. The game simulator being used Trainz 22 PE with build number 126273

There are 2 possibilities for that (I am assuming that you are using the Water Effect Layer and Surveyor 2.0).
  1. Often the easiest method is to delete the current water effect layer and create a new one at the required height - all heights are in metres (-8ft is approx -2.5m). To delete the layer select the current Water Effect Layer in the Layers Palette, right mouse click on it and select Delete. To create a new Water Effect Layer see the Trainz Wiki Page at How_to_Use_S20_Tools#Edit_Effect_Layers...
  2. You can edit the layer height using the Bulk Adjust brush action when the Water Effect Layer has been selected as the brush target but for a large route this method can be painfully slow, so I always use option 1 above. The method is described at How_to_Use_S20_Tools#Water_Effect_Layer
