What would be the reason for turfx overflow?

I know what you mean and I have seen it myself a few times on a route that I am developing. In my case the effect layer was laid down at 0m while the actual ground height was well below that (a long story). With the result that the TurfFX was floating up in the sky (at 0 metres). Screenshot below was posted by another user. The UFO-like shape in the sky is TurfFX wheat.

I suspect that the cause is painting the effect layer over the edge of a baseboard, easy enough to do. The wedge shape shown above perfectly fits into the notch made by the adjacent baseboards. Because there was no baseboard where the effect layer was being applied, it decided to adopt 0m as its height.

This happened at a number of locations around the baseboard edges and was not always easy to track down. Removal was a bit tricky. Use the Terrain Down tool over the floating areas. It was not always successful. I sometimes had to add a temporary blank baseboard under the floating TurfFX to aid its removal.

I now avoid painting effect layers near the baseboard edges of the layout.

Hi and thanks for your suggestions.
I placed new baseboards and the TurfFX overflow continued to inhabit each new baseboard.
Most annoying. I guess it's in an un-doccumented feature.
I'll figure some way of hiding it.
cheers Ray
