I'm new to the Cab mode, and when I go to throttle position 8, the Throttle notch indicator in the HUD flashes green and yellow. What does this mean?

It means your getting wheel slip. Try backing off on the throttle a bit, and putting down some sand ('v' key, or '-' key on the numpad). You shouldn't generally go to notch 8 when starting. Try starting the train moving with notch 3 or 4, and then work up slowly as needed.
