Wat Is reason For 5mph in 60mph zone?

Whose Safetran signals? Jointed Rail's should work fine since they are based, as far as I know, on the same code as their other signals.

That is a good question - "whose Safetran Signals".
I have NO IDEA!!! I assumed that the signals offered by N3V are the current best for general use.
How do I determine the best signals for my route? Is there a criteria spec that can guide me
to a source to load them.

Could this be related to the recent update (service pack) ?

I had a recent situation where a train stayed in a restricted speed (15 mph) for quite a long distance despite passing a 55 mph speed board.

BTW, does TRS 22 PE update itself or do I need to initiate the service packs?

Perhaps the tail of your (long) train in still in the restricted to 5mph zone?.
Speed should pick up once you clear that zone. Add new speed boards far enough away from the zone to ensure that higher speed restrictions/ limits apply once your longest consists clear...
This is certainly NOT related to the latest Service Pack update - it has been a design feature for decades of Trainz.

The end of the train has to pass the speed sign for the train to update its speed. Just the engine passing it does not increase the speed, but it will decrease the speed. So, if you have a 5mph then a 55mph then a 5mph and the train has not completely past the 55mph sign when it sees the 5mph ahead it will never do 55mph. Also consider that trains with yellow signals automatically du 1/2 the speed it is assigned. If it is in a 50mph zone it will do 25mph until it hits a green signal or another speed sign. If it is a speed sign, it will do 1/2 that speed. Hope this is understandable, it has to do with all speeds.
