I must be the only one who has issues with MIZI's controller.
I use a ton of them for 3 rail dual gauge turnouts. They, the old ones, worked for me.
There are 4 versions of junction links on the DLS. I didn't find it built-in to TRS19 but I haven't DL all the DLC routes available to me:

I did some testing recently for the 3 rail dual gauge turnouts I make. These turnouts have 2 junction vertices 10.25 inches apart, 1 in the sg track and 1 in the ng. For the sg part I use a normal junction lever and for the ng I use one that is invisible in driver or vise versa - they work either way. The junction link is set up to link the 2 so when the visible lever is switched in Driver both the sg and ng junctions are switched and aligned the same way - just like the real ones where 1 lever switches both tracks.
In TS12 I used Mizi's junction link for this. I've got about 80 dg turnouts in the main yard and industries in my home route. To make each dg turnout work I need to place 2 junction levers and a junction link scenery asset in surveyor and then link them up.
I decided to try something slightly different going forward in TRS19 and I made my own version based on Mizi's junction link. I made the link as an invisible junction lever combining the function of junction lever and link asset. In the setup I only have to place 2 levers and specify the number of the master junction.
I tested them all in TRS19 to see how the scripts worked. The tests show that the 2 older versions by Mizi (junction link and junction controller) and the one I made link up correctly and switch the dependent junction when the master is clicked. These 3 have some differences in the scripts but the main concept is the same in all.
[EDIT] All the junction link and controllers work in TRS19 as DL'd from the DLS with CM. No changes are required. Just use them as is. Probably user error in the testing I ran previously.
If you only need to link 2 junctions per link the 2 older versions, <kuid:122381:10003> Junction Link and <kuid:122381:10004> Junction Controller both work in TRS19.
