According to the website the image is from, it's a Compressed Air Steam Engine, and this, like the N&W 1218, is the only example of this variant around

It does look like a Bill VU model... And I did see a picture of a "promo" for Bill VU's "PRR D16" which is defiantly stolen from K&L trainz freeware. Bill VU does not even know what a SP GS-2 looks like... NOTE: I am talking about the train that someone tried to make it look similar to UP FEF-3 836.
