TS09 to TS12?

hp AMD sempron 3000+ 2.00 GHz. 1.39 gigs of ram Geforce 8400GS
i had bought ts12 and i couldn't run it with my old ATI 9250 raedon car but i bought the Geforce 8400GS on ebay a week ago and it runs TS09 great! almost flawless, i tried it on ts12 and rail works 3 it runs alright on ts12 stutters when free roaming and moving around but it runs fine when standing still no stuttering, im thinking that might be a processor problem not a graphical issue.
the real question is should i spend the time and work moving everything from TS09 to TS12? or just keep backdating everything made for TS12 so i can use it in TS09?

It's tough to say since the CPU, GPU and memory are all pretty weak. Unless you are planning a major upgrade, I say stick with what works, TS2009.
