Try this. When you open CMP, click once on the icon or file that you wish to install, then right click on it and select "Run As Administrator". This works for me. Good luck.

In addition to the instructions given on this thread (and no, there is not an option in CMP for running as admin, this only appears for application files and shortcuts), I would also advise setting the Trainz shortcut to run as administrator.

To do so:

1.Right-click the shortcut.
2.Click Properties.
3.Click Compatibility.
4.Click in the box labelled 'Run this program as an administrator' so a tick appears.
5.Click OK.

If this fails, it may be worth setting the compatiblity mode to 'Windows XP (SP3) if available. (Follow steps 1-3, then the box to change is at the top, then follow step 5.

Shane's advice is spot on - but then it always is :D . In addition to setting Trainz to 'Run as Administrator' you should do the same for Content Manager. You will find the icon for this in a folder called 'bin' which is inside the Auran folder that the game is installed to on your hard disc. Find the icon called 'ContentManager' and follow Shane's instructions above. Once you have done this right click on the icon again and from the menu presented click 'Send to' and then from the sub menu 'Desktop'. You will be asked if you want to put a shortcut on your desktop, click 'Ok' and you will then have an icon from which you can lauch Content Manager without having to launch the game. You should find that content manager is more stable if you run it straight from your desktop icon.
