TRS19 Clutter Bug can't use it

I set up the Surveyor Clutter tool with 2 types of rocks. About half my route turned into clutter of rocks, hundreds of base boards. I started deleting it all using the topology tool to delete the clutter when I finally realized it was beyond my control. It appears now by deleting the actual clutter setup fixed my route. Has anyone else experienced this? I can't use the clutter tool.
 
I've had this. The Clutter and TurfFx can be really hard to control. I've had to delete the Clutter layer to restore everything. But it's becoming a little easier. To be honest, I borrowed the settings from the new Italian route to work with. Then set the brush size to the smallest possible, just above the red brush circle. Red won't spray. Set the Sensitivity to 2 green dots and try it. Also, don't just click away. Click and watch, then repeat.

The pic shows the smallest area I've been able to do, about 30' x 30' right in the middle. Still, it won't do weeds between the rails or next to the foundation of a building, or a fence where weeds and grass gather. At least not for me. For broad areas it can be very nice, though.

I have two reports of clutter taking over huge portions of routes. It is hard to tell what happened, because you only see it when you examine an area closely, and that might only happen accidentally, well after the problem occurs. In one case it was multiple different clutters. The only solution was to delete the whole layer and start over. Using the delete tool appears to make it worse, but that might only be because you can't delete large areas without the game pausing for long periods, even with high-end machines.
