Dave, they are a building asset. Just click on the ground to place the asset and ctrl-z to remove it before trying another one. They will work better on small routes as it places a large sphere on the route with a sky image inside it.
Place them down on the ground from the Buildings tab, and turn your draw distance all the way up, or else you won't see them. It's essentially a giant dome that covers over the default Trainz skybox.
20km for the MalMan ones, which is enough to cover a 15km view distance from the loco. For large routes they would be better used as a load on a consist, so they move with the train.
