John I've been researching the use of Torrents for 12 months. The size of the file is of no importance. The smaller it is the quicker it will download. There are no legal or moral grounds to concern yourself with. Torrents are "also" used to download pirated stuff, but all kinds of people use them to transfer files privately. Any Trainz torrent would remain in the private realm of Trainz users.
The Torrent database wouldn't be public. It would fall behind a secure membership site, but there would be no guarantee that pirates wouldn't join up. They could then alter the torrent to make it public, but hey, what the heck? This stuff is being shared anyway.
My biggest concern is that people would package other people's stuff and create a torrent without their knowledge or permission. There really needs to be some checks and balances, and I can't see a person like myself doing it alone unless I was paid to do it. I had considered charging $5-$10 per annum membership, enough to stop the fools out there joining up for the sake of it. Content Creators would get free membership.
That may cover the cost of the server, but it wouldn't pay anyone much for the hours they would have to send checking the torrents and entering them into the database. I think there are ways around it but a lot of work is still involved. Advertising revenue is out of the question.
Anyway, to answer your concerns, it's completely legitimate, the system is already in place and it can be done. It just needs a membership site and database, both of which I could establish in hours. The thing it needs most of all, is community support to seed (distribute) the files because this is true P to P file sharing in its purest form.
