Train stops when passed red signal

Hi.
I have tried to make automatic train stopper on TS2010.

If the driver passes red signal, train must be stopped by the rule.
I can do ending scenerio after passing red signal. However, I don't want to scenerio ends. Only train stop, after several seconds train can be under control.

My ending rule system:

Signal Passed At Danger Check Rule

- Ordered List

- Set HTML Pages (for the warning message)
- Wait
- End Scenerio​

Do you have any idea for automatic train stopping system?
