How do (can I) I set this up in my English language versions of TS2009 & TS2010 ?

There is no english version, because i have lot of other works to do (my business, family and so on) - just simply have no time to translate whole website
Simplest manual:
lay down a "RB Crossings-plyta), which is an traffic controller.
Connect road to points with SAME numbers (there are a pairs: 2, 6, 14 and so on).
Put a "RB crossings-kontroler przejazdu", somewhere. This is a crossing's "brain".
Use other assets (lights, barriers etc) from polish crossing pack: For example assets with names starts from "swiatla" or "rogatka" or "polrogatka" from Ernie Souchak - KUID 147570.
A trick is naming: Simply give a name to "kontroler": can be any name, i use convention "P173", where P is "przejazd-crossing in polish and number is an kilometer, where crossing is on line.
All assets, which would be controlled from one "brain" (there are from the same crossing) must (aMUST!!) have name started withh "brain's" name: for example "P173aaa" or "P173p1". And of course every name must be unique

An "brain" sends message with own name and depended assets (lights and barriers) checks, that it's own name is same as brain's name plus "something". If yes - they reacts (closing, opening, blinking, depends of rest of message). And remember, a "plyta" asset works same way - must have name started with brain's name.
In "plyta" options we have only one parameter - it's a "open delay". This describes, how long "plyta" stops cars after receiving "open" message. Useful for animated barriers - they go up just after "open" message, and "plyta" waits few seconds before let cars go. Set this longer than opening animation in barriers.
Now we have connected "brain" with rest of crossing stuff.
We must set something to control crossings by trains.
Use my "RB crossings-trigger zamykajacy" (closing trigger - red) and "RB crossings-trigger otwierajacy" (opening trigger-green) for this. Put it on tracks. Turn them in proper directions - examples you have on my site

Generally - they are "one direction" triggers and works only in arrow direction.
Name them (use any logical convention, may be same as rest of elements names: P173o1 - "o" means opening; P173c2347 - "o" means closing; numbers are for unique names only). At last - open "brain's" properties and add them (triggers) to lists. Closing triggers to "powiazane triggery zamykajace" list and opening triggers - to "powiazane triggery otwierajace" list. Close all windows, start Driver and check. Uff, think that's all
And in Driver you have a menu in "ctrl-right click", this one with lamps and switch "auto-manual" Here you can control crossing manually (switch to "manual" and get two buttons - they changes from (X) to red and green) - even if you have no triggers in "brain" options
