I too fail to see how this deserves to be marketed as stand-alone, if you still need Trainz to use them. Or am I missing something here and is it being shipped with only Driver for example?

The standalone packs do include a very limited copy of TS2009, although only Driver is available.

Settle and Carlisle is a stand alone, everything you need to run it.
Or it can be installed into/with your present install.

The crucial word there is 'can'. It's saying it is a standalone pack, but can be added as an addon to any of the versions specified.
