Then the next questions are:
Who does the certification?
How?
Must be a set of standards so is there some organization that has the authority to say yea or nay or is it up to the individual live steam clubs to set standards and test to them? I'd think a lot of live steamers would move around now and then for the chance to run their locos on different layouts so some sort of standards must apply. Perhaps an association of live steamers?

I would think it would be at a higher level than that.

Maybe someone from a state steam boiler certification agency, or even an insurance company. In the past I dealt with Boiler Maker's Insurance Company. They used to insure steam locomotives in their past life. In our case they insured some typesetting equipment so in case it got fried the equipment could get replaced.
