It's done using a series of images. Actually it's not a proper panning shot but a linear move with the train, that's why the background turned out less blurry than the foreground.

Here's another attempt, now this one is really a panning shot. However for my taste the blur on the coupling rods could be more and the one on the background could be less, so a low-wheeled engine would have been the better choice...

Another approach of course would be to use Photoshop's motion blur, pretty easy to apply on diesel shots, but on a steamer there are movements in just too many different directions...

It's happened before... Don't forget the J1s were delivered during the war, and they frequently pulled troop trains, which, for the first half of the war, usually consisted of P70s because the PRR didn't receive or start building troop sleepers until 1944.
